Mosiah 27:37

And how blessed are they! For they did publish peace; they did publish good tidings of good; and they did declare unto the people that the Lord reigneth.

How blessed they are! They told people about peace. They shared good news. They told the people that the Lord is king.

How blessed they were! They proclaimed peace. They announced good news. They declared to the people that the Lord reigns.
