Mosiah 24:2

for the Lamanites had taken possession of all these lands; therefore the king of the Lamanites had appointed kings over all these lands.

The Lamanites had taken all these lands. So the king of the Lamanites chose kings to rule over each land.

The Lamanites now controlled all these lands, and the king had appointed governors over each one.
