Mosiah 18:28

And thus they should impart of their substance, of their own free will and good desires towards God, and to those priests that stood in need, yea, and to every needy, naked soul.

They should share what they had by their own choice. They should have good desires toward God. They should share with priests who needed help. They should share with every person who needed help and had nothing.

They should share freely and willingly out of their love for God—giving to priests who were in need, and to anyone who was struggling or didn’t have enough.
