And all this did he take, to support himself, and his wives, and his concubines, and also, his priests, and their wives, and their concubines; thus he had changed the affairs of the kingdom.

He took all this to pay for himself, his wives, his priests, and their wives. This is how he changed the kingdom.

He used all that wealth to support himself, his wives and concubines, and his priests and their wives and concubines. He completely reshaped the kingdom.
