For as their laws and their governments were established by the voice of the people, and they which chose evil were more numerous than they which chose good, therefore they were ripening for destruction, for the laws had become corrupted;

Simple English

The laws and government were made by what the people wanted. More people chose evil than good. So they were ready for destruction. The laws had become bad.

Paraphrase

Since the government was based on the people’s vote, and those who chose evil now outnumbered those who chose good, the nation was heading for disaster. The laws themselves had become corrupt.
