and he spake also concerning the house of Israel, and the Jerusalem from whence Lehi should come; after that it should be destroyed, it should be built up again a holy city unto the Lord; wherefore it could not be a New Jerusalem, for it had been in a time of old, but it should be built up again, and become a holy city of the Lord; and it should be built up unto the house of Israel;

He also spoke about the house of Israel. He spoke about the Jerusalem that Lehi came from. After it was destroyed, it would be built up again as a holy city for the Lord. So it could not be a New Jerusalem because it had been there in the old days. But it would be built up again. It would become a holy city of the Lord. It would be built up for the house of Israel.

Paraphrase

He also talked about the people of Israel and their old city of Jerusalem—the one Lehi had left behind. After it was destroyed, it would be rebuilt as a holy city to the Lord. It wouldn’t be the New Jerusalem, because it had existed before. But it would be built up again as a holy city for Israel.
