Alma 6:2

And it came to pass that whomsoever did not belong to the church who repented of their sins, was baptized unto repentance, and was received into the church.

Anyone who did not belong to the church could join if they were sorry for their sins. They were baptized and received into the church.

Anyone who wasn’t part of the church could be baptized and received in if they repented of their sins.
