and in their weakest fortifications, he did place the greater number of men; and thus he did fortify and strengthen the land which was possessed by the Nephites.

In the weakest forts, he put more men. This is how he made the Nephite land stronger and safer.

In the weakest defensive positions, he stationed the most troops. That’s how he fortified and strengthened Nephite territory.
