Alma 23:3

and thus they might go forth and preach the word according to their desires, for the king had been converted unto the Lord, and all his household; therefore he sent this proclamation throughout the land unto his people, that the word of God might have no obstruction, but that it might go forth throughout all the land, that his people might be convinced concerning the wicked traditions of their fathers, and that they might be convinced that they were all brethren, and that they had not ought to murder, nor to plunder, nor to steal, nor to commit adultery, nor to commit any manner of wickedness.

Simple English

This way they could teach the word of God anywhere they wanted. The king had become a believer in the Lord. So did everyone in his family. He wanted God’s word to spread through all the land. He wanted his people to learn that their old ways were wrong. He wanted them to know they were all brothers and sisters. They should not murder, steal, or do wrong things.

Paraphrase

They were free to preach however they wanted. The king had come to the Lord, and so had his whole household. He sent this decree across the land so nothing would block God’s word from spreading. He wanted his people to see through the lies their fathers had taught them—to realize they were all brothers and had no reason to murder, rob, steal, sleep around, or do any kind of evil.
