Alma 2:3

Now this was alarming to the people of the Church, and also to all those who had not been drawn away after the persuasions of Amlici: for they knew that according to their law that such things must be established by the voice of the people;

This worried the people in the Church. It also worried those who had not followed Amlici. They knew their law said the people had to vote on things like this.

This alarmed everyone in the Church, and everyone else who hadn’t fallen for Amlici’s persuasion. They knew the law required such decisions to be made by the voice of the people.
