Alma 14:11

But Alma saith unto him, The spirit constraineth me that I must not stretch forth mine hand; for behold, the Lord receiveth them up unto himself, in glory; and he doth suffer that they may do this thing, or that the people may do this thing unto them, according to the hardness of their hearts, that the judgments which he shall exercise upon them in his wrath, may be just; and the blood of the innocent shall stand as a witness against them, yea, and cry mightily against them at the last day.

But Alma said to him: “The Spirit tells me that I must not do that. The Lord receives them to himself in glory. He allows this to happen because of how hard the people’s hearts are. This way the punishments he will give them in his anger will be fair. The blood of these innocent people will stand as proof against the evil people. It will cry out against them on the last day.”
Paraphrase
But Alma told him, “The Spirit is holding me back. I can’t lift a hand. The Lord is receiving them into his glory. He’s allowing this to happen so that when he brings his judgment, it will be just. These people are hardening their hearts, and the blood of these innocent people will stand as witness against them. It will cry out against them on the last day.”
