Alma 1:18

And they durst not steal, for fear of the law; for such were punished; neither durst they rob, nor murder: for he that murdered was punished unto death.

They did not steal because they were afraid of the law. People who stole were punished. They did not rob or murder either. Anyone who murdered was killed.

They didn’t steal—thieves were punished. They didn’t rob or murder either—murderers faced execution.
