The atonement pays what God’s justice asks from all those who have not been given the law. They are saved from that terrible monster, death and hell, and the Devil, and the lake of fire that never ends. They go back to God who gave them breath. He is the Holy One of Israel.
Paraphrase
The sacrifice satisfies justice for everyone who never received the law. They’re delivered from that awful monster—death, hell, the devil, and the lake of fire and sulfur with its endless torment. They’re restored to the God who gave them life, the Holy One of Israel.
Notes
2 Nephi 9:25-26 seems to teach that those who have never heard the gospel are saved without baptism (see also Moroni 8:22-23; Mosiah 15:24-27). Contrast with Doctrine and Covenants which teaches the need to do proxy baptism for the dead (D&C 128:1-5, 17-18).
