For behold, and also his blood atoneth for the sins of those who have fallen by the transgression of Adam, who hath died, not knowing the will of God concerning them, or who have ignorantly sinned.

Simple English

His blood will pay for the sins of people who died because of what Adam did. It will pay for people who died without knowing God’s will or who sinned without knowing better.

Paraphrase

“His blood will pay for the sins of those who died because of Adam’s choice—people who never knew God’s will for them, or who sinned out of ignorance.”
