Mosiah 21:15

And now the Lord was slow to hear their cry, because of their iniquities; nevertheless the Lord did hear their cries, and began to soften the hearts of the Lamanites, that they began to ease their burdens: yet the Lord did not see fit to deliver them out of bondage.

The Lord was slow to hear their cries because of their sins. But the Lord did hear their cries. He began to soften the hearts of the Lamanites. They began to make their loads lighter. But the Lord didn’t free them from being slaves yet.

The Lord was slow to hear their cries because of their wickedness. Still, he did hear them. He began softening the hearts of the Lamanites so they eased up on the burdens. But he didn’t see fit to deliver them from slavery.
