For behold that all little children are alive in Christ, and also all they that are without the law. For the power of redemption cometh on all they that have no law; wherefore, he that is not condemned, or he that is under no condemnation, cannot repent; and unto such baptism availeth nothing.

Simple English

All little children are alive in Christ. So are all people who don’t know the law. The power to save comes to all people who don’t know the law. So anyone who isn’t condemned can’t turn from sins. For people like that, baptism does nothing.

Paraphrase

“All little children are alive in Christ. So are all people who’ve never heard God’s law. The power of Christ’s sacrifice reaches everyone who never had the law. If you’re not condemned, you can’t repent—and baptism means nothing to you.”
