and then cometh the judgement of the Holy One upon them; and then cometh the time that he that is filthy, shall be filthy still; and he that is righteous, shall be righteous still: he that is happy, shall be happy still; and he that is unhappy, shall be unhappy still.

Simple English

Then comes the time when the Holy One judges them. At that time the person who is bad will stay bad. The person who is good will stay good. The person who is happy will stay happy. The person who is not happy will stay not happy.

Paraphrase

Then comes the judgment of the Holy One. And then comes the time when whoever is filthy will stay filthy. Whoever is righteous will stay righteous. Whoever is happy will stay happy. And whoever is unhappy will stay unhappy.
