But now, behold they are led about by satan, even as chaff is driven before the wind, or as a vessel is tossed about upon the waves, without sail or anchor, or without any thing wherewith to steer her; and even as she is, so are they.

But now Satan leads them around. They are like dust blown by the wind. They are like a boat tossed on the waves with no sail or anchor. They have no way to steer. That’s what they are like.

Paraphrase

But now Satan leads them, the way wind drives dust or waves toss a ship with no sail, no anchor, no way to steer. That’s exactly what they’ve become.
