and seeing the people in a state of such awful wickedness, and those Gadianton robbers filling the judgement seats; having usurped the power and authority of the land; laying aside the commandments of God, and not in the least aright before him; doing no justice unto the children of men;

Simple English

He saw the people were terribly evil. Gadianton’s robbers had taken over the judgment seats. They had stolen the power to rule the land. They ignored God’s rules. They did nothing right before him. They were not fair to people.

Paraphrase

When he got back, he found his own people living in terrible wickedness. The Gadianton robbers had taken over the courts—they’d seized power and authority throughout the land. They’d thrown out God’s commands and had no respect for what was right. Justice meant nothing to them.
