and he did execute a law throughout all the land, which gave power unto the prophets that they should go whithersoever they would; and by this cause the people were brought unto repentance.

He made a law in all the land. It let the prophets go wherever they wanted. This helped the people turn away from their sins.

He passed a law throughout the land that gave the prophets freedom to go wherever they wanted. This brought the people to repentance.
