And it came to pass that he did execute judgement in righteousness; and he did spread his kingdom upon all the face of the land, for the people had become exceeding numerous.—

He ruled fairly. He spread his kingdom over all the land. The people had become very many.

He ruled justly and spread his kingdom across the entire land, for the people had grown very numerous.
