Alma 51:3

But behold, Pahoran would not alter, nor suffer the law to be altered; therefore he did not hearken to those who had sent in their voices with their petitions, concerning the altering of the law;

But Pahoran would not change the law. He did not listen to those who sent in their requests about changing the law.

Pahoran refused to change the law. He wouldn’t listen to those who sent petitions asking for legal reform.
