therefore it is expedient that there should be a great and last sacrifice; and then shall there be, or it is expedient there should be, a stop to the shedding of blood; then shall the law of Moses be fulfilled; yea, it shall all be fulfilled; every jot and tittle, and none shall have passed away.

There must be a great and last sacrifice. Then the killing will stop. The law of Moses will be finished. It will all be finished. Every bit of it will be complete.

Paraphrase

That’s why there has to be a great and final sacrifice. After that, the shedding of blood will stop. The law of Moses will be fulfilled—every last detail of it.
