Alma 30:4

and thus the people did have no disturbance in all the sixteenth year of the reign of the Judges over the people of Nephi.

So the people had no trouble during the whole 16th year the judges ruled over the Nephites.

So there was no trouble anywhere in the land during the entire sixteenth year of the judges’ reign.
