I had not ought to harrow up in my desires, the firm decree of a just God, for I know that he granteth unto men according to their desires, whether it be unto death or unto life; yea, I know that he allotteth unto men, yea, decreeth unto them decrees which are unalterable, according to their wills; whether it be unto salvation or unto destruction;

I should not want to change God’s plan. He is fair and just. I know that God gives people what they want. If they want death, they will get death. If they want life, they will get life. God lets people choose. He makes decisions that cannot be changed. People can choose to be saved or to be destroyed.
Paraphrase
I shouldn’t let my desires run wild against God’s perfect justice. I know he gives people what they want—whether that leads to death or life. He sets unchangeable terms based on what we choose: salvation or destruction.
