4 Nephi 1:9

But there were many cities which had been sunk, and waters came up in the stead thereof; therefore these cities could not be renewed.

But there were many cities that had sunk into the ground. Water came up where they used to be. So these cities could not be rebuilt.

But some cities couldn’t be restored—those that had sunk into the earth, now covered by water.
