And with righteousness shall the Lord God judge the poor, and reprove with equity, for the meek of the earth. And he shall smite the earth with the rod of his mouth; and with the breath of his lips shall he slay the wicked:

Simple English

The Lord God will judge poor people fairly. He will decide what is right for the humble people on the earth. He will hit the earth with the words from his mouth. With his breath he will destroy the bad people.

Paraphrase

The Lord God will judge the poor with righteousness and defend the humble with fairness. He’ll strike the earth with his word, and with his breath he’ll destroy the wicked.
