and others will he pacify, and lull them away into carnal security, that they will say, All is well in Zion; yea, Zion prospereth, all is well; and thus the Devil cheateth their souls, and leadeth them away carefully down to hell.

Others he will calm down. He makes them feel safe in their sinful ways. They will say: Everything is fine in Zion. Yes, Zion is doing well. Everything is fine. The Devil tricks their souls. He leads them carefully down to hell.

Paraphrase

Others he’ll calm down and lull into a false sense of security. They’ll say, 'Everything’s fine in Zion. Look how well we’re doing—everything’s fine.' And that’s how the devil tricks their souls and leads them carefully down to hell.
