Wherefore it shall come to pass, that the Lord God will deliver again the book and the words thereof, to him that is not learned; and the man that is not learned, shall say, I am not learned.

Simple English

So the Lord God will give the book and the words to someone who is not learned. And the man who is not learned will say: 'I am not learned.'

Paraphrase

So the Lord God will give the book and its words back to someone with no formal education. And that unschooled man will say, 'I’m not educated.'
