Nevertheless the dimness shall not be such as was in her vexation, when at the first he lightly afflicted the land of Zebulun, and the land of Naphtali, and afterwards did more grievously afflict by the way of the Red Sea beyond Jordan, in Galilee of the nations.

But the darkness will not be as bad as it was before. At first, God let trouble come to the lands of Zebulun and Naphtali. Later, he brought much more trouble near the Red Sea, beyond the Jordan River, in the part of Galilee where many nations live.

Paraphrase

But the darkness won’t last forever. God first brought only light suffering to the lands of Zebulun and Naphtali. But later he brought crushing hardship—down by the Red Sea, across the Jordan, to Galilee where foreigners live.
